XChat is an IRC chat program for both Linux and Windows. 
It allows you to join multiple IRC channels (chat rooms)
at  the same time, talk publicly, private one-on-one 
conversations etc. Even file transfers are possible.

A Windoze box with an up-to-date GTK runtime environment,
such as the one found here:
http://gtk-win.sourceforge.net/home/index.php/Downloads
OR 
you could convenientely grab the required libs from here:
http://www.zerostress.org/dls/get/xchat-win-2.8.6-req-libs.7z
and extract them in the same folder as Xchat (.gtkrc-2.0
